The US goal of 1,000+ launches and reentries a year by 2030 mainly benefits operators that already hold licensed pads and range agreements, such as SpaceX and Rocket Lab. None of the memorandum's eleven directives is about building rockets; they target pads, airspace, range slots and permitting. There are only 14 FAA-licensed spaceports, and the cap on SpaceX's Cape cadence is its license. The tell is whether FAA review waivers produce new licensed sites and more range slots. x.com 

Firefly Aerospace's launch vehicle is unreliable and plagued with delays. Firefly was slated to launch the Jackal in the US military space exercise covered by @arstechnica but failed to do so, and SpaceX had to fill in. x.com 

Rocket Lab is underestimated as a launch company when it is building a broader space infrastructure business, where satellites, components, spacecraft systems and national-security demand could matter as much as launches. It just signed its largest commercial Electron deal by mission count, 20 launches for Synspective from 2028 to 2031, per Wall St Engine, pushing its launch backlog above 100 missions. x.com

Rocket Lab, AST SpaceMobile, Firefly, Intuitive Machines, Redwire and SpaceX are too risky to buy at today's valuations, given the potential for a cascade decline. Index-inclusion buying may keep SpaceX and sympathy names bid for months, but in another growth bear market like 2021's aftermath they could fall hard and recover slowly even if the businesses execute, and SpaceX may eventually crash the party. With Starship targeting about $100/kg versus about $2,000/kg for most rivals, customers will not pay 20x more for supplier diversity. Rocket Lab's government awards and backlog look priced in, while the costs of Neutron do not. Its space-beta monopoly has ended with SpaceX's listing, and it needs to max out R&D to accelerate Neutron before its maiden flight.
